- Elected by direct vote together with the Vice Prefect on one ticket, by simple plurality in a single round, for a four-year term (Constitution art. 252; Código de la Democracia). Heads the provincial autonomous decentralised government and presides over the Provincial Council. The Governor, appointed by the President of the Republic, is a separate office that represents the national executive in the province.
