How it's filled

In plain words
Elected by the Riigikogu
Exact method
The President of the Republic nominates a candidate, and the Riigikogu votes whether to authorise the candidate to form the Government (Constitution § 89); if the President's candidates fail twice, or the President does not nominate, the Riigikogu nominates its own candidate. The President then appoints the Government, ministers on the Prime Minister's proposal (§§ 89-90).
