How it's filled

In plain words
Elected by the Seimas
Exact method
The President of the Republic nominates the Prime Minister, and the Seimas gives or refuses its assent by vote; the President then appoints the Prime Minister (Constitution Arts. 84 and 92). Within 15 days the Prime Minister forms the Government, approved by the President, and it takes office when the Seimas approves its programme by a majority of members voting (Art. 92).
