What it's for
An Alberta municipal council governs its municipality: it provides services, facilities and other things it considers necessary or desirable, and passes bylaws on matters such as safety, public places, nuisances and transportation. The law sets its purposes as good government, safe and viable communities, the environment, economic development and working with neighbouring municipalities.
Municipal Government Act, ss. 3 and 7 · Applies to every Alberta municipal council (not improvement districts or the Special Areas)
What it can't do
A bylaw has no effect to the extent it conflicts or is inconsistent with the Municipal Government Act or another law.
Municipal Government Act, s. 13 · Applies to every Alberta municipal council (not improvement districts or the Special Areas)
Who it answers to
Voters elect council every four years, on the third Monday in October except in summer villages, which set their own election day. If the minister considers a municipality is managed in an irregular, improper or improvident manner, the minister can direct it to act and, as a last resort, suspend its bylaw powers or dismiss council members.
Local Authorities Election Act, ss. 10, 11 and 12; Municipal Government Act, s. 574 · Applies to every Alberta municipal council (not improvement districts or the Special Areas)
Where its money comes from
Mostly property tax, which each council must set by bylaw every year, plus other taxes allowed under Part 10 of the Municipal Government Act.
Municipal Government Act, s. 353 and Part 10 · Applies to every Alberta municipal council (not improvement districts or the Special Areas)
Shares responsibility with
Works with neighbouring municipalities, with which the law expects it to plan, deliver and fund intermunicipal services, and with the provincial government.

- Municipal purposes
Provides good government; services, facilities or other things council considers necessary or desirable; safe and viable communities; the well-being of the environment; economic development; and works with neighbouring municipalities on intermunicipal services (Municipal Government Act s.3). A municipality has natural person powers (s.6).
- Bylaws

- Business licensing
Regulates businesses, business activities and persons engaged in business, including by licences and permits (Municipal Government Act s.7(e), s.8).
- Property tax

- Roads
Has the direction, control and management of all roads within the municipality, subject to other Acts (Municipal Government Act s.18); bylaws on transport and transportation systems (s.7(d)).
- Public utilities
May provide and regulate public utilities: water, sewage disposal, public transportation operated by or for the municipality, irrigation, drainage, fuel, electric power, heat, waste management and street lighting (Municipal Government Act s.1(1)(y), s.7(g)).
