What it can do

  • Regional parks

    May determine the location of a regional park. (Municipal Powers Act, CQLR c. C-47.1, s. 112)

  • Watercourses

    Jurisdiction over watercourses in its territory (flow management, removal of obstructions). (Municipal Powers Act, CQLR c. C-47.1, s. 103)

  • Fire safety cover plan

    Establishes, with its municipalities, the fire safety cover plan for its territory. (Fire Safety Act, CQLR c. S-3.4, s. 8)

  • Residual materials management plan

    Must establish and keep in force a plan for managing residual materials (garbage, recycling, compost). (Environment Quality Act, CQLR c. Q-2, s. 53.7)

  • Property assessment

    Responsible for the property assessment roll of member municipalities, except most municipalities governed by the Cities and Towns Act. (Act respecting municipal taxation, CQLR c. F-2.1, s. 5)

  • Regional land use and development plan

    Must keep an RCM plan in force for its whole territory; municipal zoning must conform to it. (Act respecting land use planning and development, CQLR c. A-19.1, s. 3)

  • Local government of unorganized territories

    Acts as the local municipality for the unorganized territories within the RCM (roads, by-laws, zoning, taxation there). (Act respecting municipal territorial organization, CQLR c. O-9, s. 8)
