Represents the Republic and is commander-in-chief of the defence forces (Art. 102); calls National Assembly elections, promulgates laws, appoints and recalls ambassadors, issues ratification instruments and grants clemency (Art. 107); proposes the Prime Minister candidate (Art. 111); may issue decrees with the force of law when the Assembly cannot convene (Art. 108).
