What it can't do

Mount Athos is a self-governed part of the Greek State: Greek sovereignty remains intact, but it is run by its 20 ruling monasteries through the Holy Community. A civil administrator appointed by the state supervises public order. Spiritually the monasteries are under the Ecumenical Patriarchate of Constantinople.
