What it can do

  • Promulgate laws and issue regulations

    Promulgates and publishes the laws and resolutions of the National Congress, ensures their execution and issues decrees, rules and instructions. Constitution Art. 128(1)(a).

  • Direct foreign policy and negotiate treaties

    Directs internal and external policy, negotiates and signs international treaties (which Congress must approve) and appoints ambassadors with Senate approval. Art. 128(1)(b), (3).

  • Command the armed forces and police

    Supreme authority of the Armed Forces, the National Police and the other security bodies. Art. 128(1).

  • Appoint ministers and civil governors

    As Chief of Government appoints and removes ministers, vice ministers and other officials of free appointment; appoints a civil governor in each province. Arts. 128(2)(a), 198.

  • Propose the budget

    Submits the General State Budget bill to Congress by 1 October each year. Art. 128(2)(f).
