What it can't do
The Governor is appointed by the President, not elected. The Provincial Council, which should work with the Governor and the Board of Ministers, has not been elected since the councils' terms ended between 2017 and 2019, so there is no Chief Minister and no provincial legislature in office.

What it can do
- Executive power of the province
The Governor exercises the executive power of the province for matters in the Provincial Council List, directly or through the Board of Ministers or subordinate officers (Constitution, Article 154C). With no Provincial Council sitting, the Governor acts alone.
