What it can do
- Federal legislative power
Parliament makes laws on the Federal List and the Concurrent List (Federal Constitution, Art. 44 and 74, Ninth Schedule): defence, external affairs, internal security, civil and criminal law, citizenship, finance, trade, and education, among others.
- Amending the Constitution
Parliament may amend the Federal Constitution (Art. 159), generally by a two-thirds majority in each House; some amendments also need the consent of the Conference of Rulers or of Sabah and Sarawak.
- Taxation and federal budget
No federal tax may be levied and no federal money spent except under a law passed by Parliament (Art. 96 and 97); the House of Representatives passes the annual Supply Bill.
