What it can do

  • Direct general policy

    The President of the Council directs and coordinates general government policy; ministers are collectively responsible for acts of the Council (Constitution Art. 95).

  • Hold the confidence of Parliament

    The Government must have the confidence of both Chambers and presents itself to them within ten days of formation (Constitution Art. 94).

  • Decree-laws and delegated legislation

    In cases of necessity and urgency the Government may adopt provisional decree-laws, to be converted by Parliament within 60 days (Art. 77), and legislative decrees under delegation (Art. 76).
