What it can do
- Promulgate laws and issue decrees
The President promulgates laws and issues decrees having force of law and regulations (Constitution Art. 87). May ask Parliament for a new deliberation before promulgating (Art. 74).
- Dissolve the Chambers
The President may dissolve one or both Chambers after consulting their presidents, except in the last six months of the term (Constitution Art. 88).
- Appoint the Prime Minister and ministers
The President appoints the President of the Council of Ministers and, on his proposal, the ministers (Constitution Art. 92).
- Head of state and armed forces
The President is head of the State and represents national unity (Art. 87), commands the armed forces and presides over the Supreme Defence Council (Art. 87); ratifies treaties and grants pardons (Art. 87).
