Office of the President in plain words

What it can't do

The Republic of China (Taiwan) governs Taiwan, Penghu, Kinmen and Matsu. The People's Republic of China claims Taiwan as part of its territory and does not recognise this government. Only a small number of states recognise it diplomatically; many others keep unofficial relations.
