What it can't do

The King is inviolable: ministers are responsible for what the King does. In practice the King has a formal role, such as signing laws and royal decrees, and does not decide government policy.

What it can do

  • Head of State and part of the government

The King is the inviolable head of the Government, which also consists of the ministers; ministers are responsible for the King's acts (Constitution art. 42). Royal decrees need a minister's countersignature (art. 47).

  • Appointing and dismissing ministers

The King appoints and dismisses ministers by royal decree (Constitution art. 43 and 48).
