Yukon Legislative Assembly in plain words

What it's for

The Yukon Legislature makes laws for Yukon on subjects that Parliament has given it, including municipal institutions, education, hospitals, property and civil rights, the administration of justice, wildlife, water and natural resources.

Yukon Act, ss. 18 and 19

What it can't do

Its powers come from an Act of Parliament rather than the Constitution, and they are no greater than those of a province. If a Yukon law conflicts with a federal law, the federal law prevails.

Yukon Act, ss. 20 and 26

Who it answers to

Voters elect the Legislative Assembly at least every five years. The Commissioner of Yukon is appointed by the federal government (the Governor in Council), which can direct the Commissioner to withhold assent to a bill and can disallow a Yukon law within one year of it being made.

Yukon Act, ss. 4, 11, 24 and 25

Where its money comes from

Yukon raises money through direct taxes, licences and taxes on natural resources, and it can borrow up to a limit set by the federal government. It also receives Territorial Formula Financing payments from the federal government.

Yukon Act, ss. 18(1)(f), 19(3) and 23; Federal-Provincial Fiscal Arrangements Act, Part I.1

Shares responsibility with

Federal laws prevail over Yukon laws, and money Parliament grants for a specific public service in Yukon must be spent for that purpose. The Legislature can also make laws to implement land claim and self-government agreements with Yukon First Nations.

Yukon Act, ss. 21, 26 and 30
