What it can do

  • General municipal purposes and services

    Provides good government and the services, facilities and other things council considers necessary or desirable for all or part of the municipality (Halifax Regional Municipality Charter, Part I).

  • By-laws

    Makes by-laws for the health, well-being, safety and protection of people, nuisances, animals, licensing and similar local matters (Halifax Regional Municipality Charter s. 188).

  • Property tax and rates

    Sets the property tax rates each year, plus area rates and uniform charges (Halifax Regional Municipality Charter ss. 94, 96). Assessments are made by Property Valuation Services Corporation.

  • Planning and land use

    Adopts the regional plan, municipal planning strategies and land-use by-laws, and approves development agreements (Halifax Regional Municipality Charter Part VIII, from s. 208).

  • Policing

    Provides policing through Halifax Regional Police and the RCMP (Halifax Regional Municipality Charter; Police Act).

  • Borrowing

    Borrows money for capital purposes under the Halifax Regional Municipality Charter.
