    Council may make bylaws for municipal purposes about: the safety, health and welfare of people and protection of people and property; people, activities and things in or near public places; public nuisances; transport and local transportation; the management, use and protection of lands; businesses; public utilities; the charter community's programs, services, infrastructure and facilities; animals; its own operation; and bylaw enforcement, subject to all territorial and federal law.
