What it's for

The Islands Trust Council sets general policy to preserve and protect the islands in the trust area, their unique amenities and environment, for the benefit of residents and of British Columbia. Each island's local trust committee makes its land use rules within that policy.

Islands Trust Act, ss. 3, 4, 15 and 24

What it can't do

It cannot approve a local trust committee bylaw, or a municipal land use bylaw in the trust area, that is contrary to its trust policy statement, and that statement has no effect until the minister approves it. It cannot borrow money or take on debt without the minister's approval.

Who it answers to

Voters in each local trust area elect two local trustees, and each municipality in the trust area appoints two members of its council as municipal trustees. The minister approves the Trust's annual budget and its trust policy statement.

Where its money comes from

Its costs are recovered through property taxes in the trust area: the minister requisitions the amounts, the province collects them in local trust areas, and municipalities collect them from their own residents.

Shares responsibility with

Works with the regional districts that provide services in the islands, which review its trust policy statement and can sign agreements with it, and with municipalities in the trust area, whose land use bylaws need Trust approval.

    Adopts the trust policy statement and annual budget and approves local trust committee bylaws (Islands Trust Act ss.8, 14-16).

    Its object is to preserve and protect the trust area and its unique amenities and environment for the benefit of residents of the trust area and of British Columbia (Islands Trust Act, RSBC 1996, c. 239, s.3).
