Metro Vancouver Regional District Board in plain words

What it's for

A regional district board provides services that the board considers necessary or desirable for all or part of the region, including services shared by several municipalities and services for rural electoral areas. The law describes regional districts as an independent, responsible and accountable order of government.

Local Government Act, ss. 185 and 332 · Applies to every BC regional district board

What it can't do

Each new service needs an establishing bylaw approved by the province's Inspector of Municipalities and by the voters, or the councils, of the areas that will pay for it. The board can act only within the region unless a law allows otherwise.

Local Government Act, ss. 195 and 342 · Applies to every BC regional district board

Who it answers to

The board is made up of directors appointed by each member municipality's council from among its members, and directors elected by the voters of each electoral area every four years. Each member's votes depend on its population.

Local Government Act, ss. 52, 196 and 198 · Applies to every BC regional district board

Where its money comes from

The cost of each service is recovered from the areas that take part in it, through property value taxes, parcel taxes, fees and charges, and grants. Municipalities collect the regional district's taxes from their residents, and the province collects them in electoral areas.

What it can do

  • Requisitions and taxes for services

Recovers the cost of its services by requisitions to member municipalities and, for electoral areas, through the provincial Surveyor of Taxes (Local Government Act ss.385, 387).

  • Regional growth strategy

May adopt a regional growth strategy to coordinate growth, transportation, housing and services across the region (Local Government Act Part 13, ss.428-429).

  • Building regulation

Where it provides the service, regulates construction and issues building permits in electoral areas (Local Government Act s.298).

  • Land use planning in electoral areas

Adopts official community plans and zoning bylaws and issues development permits for land in its electoral areas, except where a local trust committee does this (Local Government Act Part 14).

  • Regional and local services

May operate any service the board considers necessary or desirable for all or part of the regional district, under a service establishing bylaw (Local Government Act ss.332, 338).
