What it's for
A Manitoba municipal council governs its municipality: it provides services, facilities and other things it considers necessary or desirable, and passes by-laws for municipal purposes. The law sets its purposes as good government and safe and viable communities.

Who it answers to
Voters elect council every four years, on the fourth Wednesday of October. If a municipality is in financial difficulty, the provincial cabinet can place its affairs under a supervisor appointed by the minister.

Where its money comes from
Mostly property taxes and other taxes it may levy under Part 10 of The Municipal Act. Councils also collect the school division special levy on behalf of school boards.
