 urance (AHV/AVS) through a VAT increase of 0.4 percentage points\, about C
 HF 1.4 billion a year\, from 2028 at the earliest\; a VAT increase must go
  to the vote\; (2) popular initiative 'For a restriction on fireworks' (ba
 ns the sale and private use of noisy fireworks)\; (3) popular initiative '
 Yes to fair federal taxes for married couples\, finally ending discriminat
 ion against marriage!' (joint taxation of spouses for the direct federal t
 ax)\; (4) amendment of 19 December 2025 to the War Materiel Act\, put to t
 he vote by referendum. The Federal Council and Parliament recommend yes to
  1 and 4 and no to 2 and 3. Popular initiatives and the VAT decree need a 
 majority of the people and of the cantons\; the War Materiel Act amendment
